尊敬的信春鹰主任、徐显明校长、王蕾局长、基莫院长、李林所长，各位中外嘉宾上午好：

在这大雪飞满京城的仲冬季节，我们又聚在一起，共同探讨“法治与科学发展”问题。首先我谨代表此次国际会议的承办单位中国社会科学院法学研究所向出席会议的各位中外来宾表示衷心的感谢。

2012年注定是一个不平凡的一年。说它是不平凡的一年，是因为全球几乎所有的大国都在通过选举产生出新的一轮领导集体，世界各国的政治发展进程呈现出少有的同步共振状态；说它是不平凡的一年，是因为人类文明在自身发展进程中可能遭遇的嘎然而止，一个玛雅人传说，一个尚需等待最后一周的验证，难道人类的存在比曾经作为地球主人的恐龙还要缺少合法性吗？

人类从未象今天这样真实地感受到“发展”的重要性！我们的文明还能持续多久？为我们既往的文明秩序所验证并加以肯定的“法治”价值还能引领我们继续在理性的道路上前行吗？这些并不是很轻松的问题，使得我们在座的各位中外嘉宾不畏严寒，相聚在北京的华侨大厦，热切地渴望在“法治”与“发展”之间架起一座可靠的“桥梁”。这座“桥梁”是“科学”的吗？这座“桥梁”是为我们大多数人认同和接受的吗？答案只能从诸位的思想交锋中去寻找。我希望，此次研讨会能为我们在继续发展和前行的道路上留下深深的印迹，并以此证明我们在座每一位中外嘉宾曾经为人类文明绵绵相续所作出的孜孜不懈的努力和贡献！

to save succeeding generations from the scourge of war, which twice in our lifetime has brought untold sorrow to mankind, and

to reaffirm faith in fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small, and to establish conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained, and to promote social progress and better standards of life in larger freedom,

and for these ends:

to practice tolerance and live together in peace with one another as good neighbours, and to unite our strength to maintain international peace and security, and

to ensure, by the acceptance of principles and the institution of methods, that armed force shall not be used, save in the common interest, and to employ international machinery for the promotion of the economic and social advancement of all peoples.
