何晶晶，江苏兴化人。2004年至2011年在英国布里斯托大学（University of Bristol）获得硕士和博士学位，2009年至2010年在剑桥大学（University of Cambridge）做访问博士生一年，2011年至2013年在中国社会科学院国际法所做博士后，并曾于2013年在芬兰赫尔辛基大学（University of Helsinki）法学院做访问学者,2015年在意大利都灵大学（University of Turin）做访问学者,2016年至2017年在美国哥伦比亚大学法学院做Edwards Fellow访问学者。现为中国社会科学院国际法所国际经济法研究室的副研究员，中国社会科学院研究生院硕士生导师，中国社会科学院大学及研究生院副教授、西城区法院金融街法庭庭长助理，最高法“一带一路”司法基地副秘书长，新加坡国际仲裁中心User Council Committee理事、中国仲裁法学研究会理事、中国仲裁法学研究会临时仲裁专业委员会常务副主任兼秘书长、中国行为法学会理事、兼任《人民法治》理论部编辑，担任沈阳仲裁委员会仲裁员和南通仲裁委员会仲裁员。
主要研究领域：涉外法律争端解决特别是国际仲裁与国际调解、国际经济法、国际环境法和环境法等。

He Jingjing
I. Basic Information
Dr. He Jingjing gained her Master and PhD degrees from University of Bristol in 2004 and 2011. She was a visiting PhD at Cambridge University from 2009 to 2010. From 2011 to 2013, she worked as postdoc researcher at CASS Institute of Law. She was a visiting scholar at the University of Helsinki in 2013 and at University of Turin in 2015, and an Edwards Fellow at Columbia Law School from 2016 to 2017. She is currently an associate research fellow at the Department of International Economic Law, CASS Institute of International Law. Dr. He Jingjing also works as Assistant Chief ofTribunal of Financial Street at Xicheng of the People’s Court of Xicheng District of Beijing Municipality. She is the Deputy General Secretary of the “Belt and Road” Research Base of the Supreme People’s Court of PRC,a member of User Council of Singapore International Arbitration Centre (SIAC), an associate professor at the University of Chinese Academy of Social Sciences and a part-time editor of Journal of People Rule of Law. Her research areas include international arbitration and mediation, international economic law, international environmental law and environmental law.
II. Introductions to Major Academic Works
From Kyoto Protocol to Paris Agreement: the Start of a New Climate Governance Age
The successful completion of the COP21 UN Climate Change Conference marked the start of a new climate governance age. Given the limits of Kyoto Protocol, its successor, Paris Agreement,represents historical progress and necessity. Paris Agreement and Kyoto Protocol are different in many fundamental ways, ranging from governance mechanism,legal form,key principles,compliance mechanism to market mechanism. The flexibility of Paris Agreement in terms of Intended Nationally Determined Contributions helps to attract worldwide participation and contributes to narrowing the gaps between developed and developing countries. However, the lack of a strong compliance mechanism increases the risks of treaty non-compliance. How to build a transparent compliance framework in order to realize the twin goals of flexibility and effectiveness, and how to reduce the compliance costs to enhance compliance willingness are among the key challenges to be addressed in the Post-Paris-Climate-Agreement age.
