中国法学网特别报道：2009年11月19日至21日，在韩国首都首尔举行的国际宪法学协会圆桌会议在韩国分会的倡议下，向于12月7日在丹麦首都哥本哈根开幕的联合国气候变化大会提出了《首尔绿色家园宣言》，得到了全体与会者的赞同和附议。该宣言以建设绿色家园为主题，提倡以追求低碳生活和绿色增长作为各国宪法中的"绿色家园"行动计划。该宣言已经送交于12月7日举行的哥本哈根联合国气候变化大会。

我们，所有出席2009年国际宪法学协会首尔圆桌会议的与会者，认识到，气候变化是全球问题，应当得到世界各国的积极处置。

我们认识到，危机与紧迫的感觉，全球变暖已至恶化生活质量和危及人们的生活的关键时刻。

我们认识到，全球变暖应当基于我们共同的努力来减低。

我们认识到，追求低碳与绿色增长的绿色经济与人权和生活质量并不冲突。

我们认识到，我们的经济制度向低碳与绿色增长转型对于我们这一代以及下一代的更好生活是必需的。

我们认识到，宪法的支持对于经济制度向低碳与绿色增长的成功转型是必需的。

基于上述认识，我们，参加2009年国际宪法学协会首尔圆桌会议的所有与会者宣布，将尽我们的最大努力，帮助政府将"绿色家园"行动计划纳入世界各国的宪法中。

We, all participants in 2009 Seoul International Conference, recognize that climate change is global issue and should be handled actively by all the countries around the world.

We recognize the sense of crisis and urgency that global warming is up to the critical point that downgrades quality of life and endangers people's life itself.

We recognize that global warming should be minimized by our joint effort.

We recognize that green economy pursuing low-carbon and green growth does not conflict with human rights and quality of life.

We recognize that transformation of our economic system toward low-carbon and green growth is needed for the better life of our next generation as well as generation.

We recognize that constitutional support is needed for the successful transformation of economic system toward low-carbon and green growth.

Based on these recognitions , we, all participants in 2009 Seoul International Conference, declare that we will do our best to help governments include this green vision in Constitutions of all the nations around of the world.
