本中心是中国社会科学院院属研究机构。其宗旨是加强海洋法与海洋事务理论研究，并为海洋事务实践提供理论支持和咨询服务。

主要业务是在海洋法与海洋事务领域组织开展国内、国际学术交流与合作，组织课题研究，举办各种形式的学术会议和讲座，编辑和出版书刊资料，提供咨询服务，以及符合本中心宗旨的其他学术活动。

科研队伍主要由中国社会科学院国际法研究所及其他研究所的海洋法及海洋社会科学研究人员，以及国内外的客座研究人员组成。本中心的主要研究人员均为相关专业领域的硕士、博士和博士后的导师。此外，中心还接收国内外访问学者。

本中心的专职研究人员长期从事有关海洋法律、政策与海洋事务的教学、科研、咨询及实务工作，尤其是为中央有关部门和联合国等提供咨询。

NCOALOS is affiliated with Chinese Academy of Social Sciences (CASS). As a unit of CASS, a think-tank for Chinese central government, COALOS' primary objective is to provide advisory services to the government in oceans law and policy. Its members and associates also provide consultancy services to international organizations. In addition, most of them supervise graduate students of oceans law and policy. NCOALOS members are active in international exchanges and cooperation.

NCOALOS' director, Dr. WANG Hanling , professor of international law and marine affairs, is one of the two Chinese experts in the field of fisheries nominated by China under Article 2, Annex VIII on Special Arbitration of the United Nations Convention on the Law of the Sea. He served as a consultant to the Division for Ocean Affairs and the Law of the Sea of the Office for Legal Affairs of the United Nations.
