On April 1, 2014, Professor Tian He, Head of the Department of Survey and Studies of National Situation of Rule of Law of CASS Law Institute and Editor-in-Chief of the Blue Book on the Rule of Law in China, gave a lecture on how to conduct empirical research at the Workshop of CASS Law Institute and CASS Institute of International Law on Implementing the Spirit of the Third Plenary Session of the 18th Central Committee of the CPC and the Spirit of CASS Working Conference. In her lecture, which was attended by all staff members of CASS Law Institute and CASS Institute of International Law, Professor Tian introduced the successful experience gained by members of her Department and the editorial team of the Blue Book on the Rule of Law in China in carrying out investigation and empirical research on national situation of the rule of law from the following five aspects: principles on the selection of topics, determination of methods, application of data, form of results, and impact assessment.
