Professor Liu Renwen Attends Experts Consultation Conference on the Ninth Amendment to Chinese Criminal Law

The Expert Consultation Conference on the (second draft of) Ninth Amendment to Chinese Criminal Law, jointly organized by the Research Department of China Law Society and China Society of Criminal Law, was held in Beijing on July 27, 2015.A total of 16 prominent criminal law scholars and experts from various universities and research institutions throughout China, including Professor Liu Renwen, head of the Criminal Law Department of CASS Law Institute, attended the Conference. At the Conference, officials from the Legislative Affairs Commission of the Standing Committee of the National People’s Congress, the Department of Legal Institutions of the Ministry of Public Security, the Supreme People’s Court, and the Supreme People’s Procuratorate briefed the experts and scholars on the background of, main considerations in and arguments for (the second draft) of the Ninth Amendment to the Chinese Criminal Law. The experts and scholars expressed their opinions on the draft amendment. They agreed that, the legislative organs, by widely soliciting opinions from society in the process of drafting the amendment, had fully embodied the guiding legislative ideology of transparent, democratic and scientific legislation. While fully affirming the content of the draft amendment as a whole, they pointed out that, in the revision of the relevant provisions, more attention should be paid to the implementation of the principle of safeguarding human rights and the policy of tempering justice with mercy, especially to the demonstration of the necessity of the establishment of new crimes, the relationship and coordination between the Criminal Law and the Law on Administrative Penalty and the Law on Public Security Administration Punishments, and to the formation of maximum social consensus on the Amendment. ?
