The meeting was chaired by Professor Chen Su. Professor Li Lin gave members of the delegation a detailed introduction to the historical development and the main functions of the CASS Law Institute, its role in the construction the rule of law in China, as well as the important projects implemented by the Institute in recent years, such as the innovation projects, the investigation of the national situation of the rule of law, and the compilation of the Blue Book on the Rule of Law in China, and the social impacts of these projects.

After hearing the introduction by Director Li Lin, the members of the delegation stated the purpose of their visit, namely to further strengthen the cooperation between the two organizations and to promote the construction of the rule of law in Sichuan Province as well as in the whole country through the establishment of a “Base for Investigation and Research on National Situation of the Rule of Law” in Sichuan Province. After careful negotiation, a framework agreement on the cooperation in the establishment of the “Sichuan Base for Investigation and Research on National Situation of the Rule of Law” was signed by Director Li Lin on behalf of CASS Law Institute, Mr. Shi Zhilun on behalf of the Law Commission of the People’s Congress of Sichuan Province, and Mr. Tian Wanguo on behalf of the Legislative Affairs Commission of the Standing Committee of the People’s Congress of Sichuan Province.
