The launching ceremony was chaired by Mr. Xi Shouguang, President of the Social Sciences Academic Press. Mr. Chen Su, Deputy Director of the CASS Law Institute and CASS Institute of International Law, delivered a speech at the ceremony, in which he provided some basic information about the Blue Book on the Rule of Law in China, and pointed out that the compilation of the Blue Book on the Rule of Law in China is closely linked to the investigation of national situations and the innovation projects current being carried out by CASS and offers an important display platform for strengthening the research on legal theory and promoting the practice of the rule of law; Mr. Li Lin, Director of CASS Law Institute, gave a report on the development of the rule of law in China in 2012 and on the trend of development of the rule of law in China in 2013; Ms. Tian He, Head of the Department of Investigation on National Situation of the Rule of Law of CASS Law Institute and Editor-in-Chief of the Blue Book on the Rule of Law in China, gave a report on the transparency of the Chinese government; Mr. Lu Yanbing, Deputy Head of the Department of Investigation on National Situation of the Rule of Law of CASS Law Institute, gave a report on the investigation of the current situation of implementation of the system of government procurement in China; Ms. Wang Xiaomei, a researcher at the Department of Investigation on National Situation of the Rule of Law of CASS Law Institute, reported on the situation of judicial transparency in China in 2012; Mr. Li Yanjie, another researcher at the Department of Investigation on National Situation of the Rule of Law of CASS Law Institute, reported on the transparency of procuratorial affairs in China in 2012; and Ms. Mei Caiju, Deputy Director of the Judicial Bureau of Yuhang District of Hangzhou City, gave a report on the situation of ruling the district by law by the Government of Yuhang District of Hangzhou City.
During the launching ceremony, the organizer played two short videos made by the Editorial Office of the Blue Book on the Rule of Law in China, which demonstrated with vivid pictures and languages the progresses made and the problems existing in the fields of government procurement, protection of private information of individuals, transparency of the governmental, judicial and procuratorial affairs in China and put forward suggestions on the further improvement of the work in these fields.
