On July 20, 2015, the Government of Shanghai Municipality convened an expert consultation meeting on “Strengthening the Protection and Application of IPR and Promoting the Construction of the Center for Scientific and Technological Innovation in Shanghai” and announced at the meeting the establishment of Shanghai Intellectual Property Expert Consultative Committee, which consists of 18 experts from various government agencies, courts, colleges, universities, and enterprises. Mr. Tian Lipu, the former director of State Intellectual Property Bureau, was appointed the chairman of the Committee. Professor Li Mingde, Director of CASS Center for Intellectual Property Right Studies, is appointed a member of the Committee. The Deputy Mayor of Shanghai Municipality, Madam Zhao Wen, gave a speech at the meeting and issued certificates to the chairman and members of the Committee.
