On June 25-27, 2015, an investigation team of CASS Law Institute led by Professor Chen Su, Secretary of the Joint Party Committee of CASS Law Institute and CASS Institute of International Law, went to Jiuquan City, Gansu Province, to carry out investigation of local conditions of the rule of law and to disseminate legal knowledge among local government officials. Members of the investigation team included Professor Zhou Hanhua, the leading researcher the innovation project “Studies on Administrative Law Issues in the Deepening of the Reform of the Economic System” and other members of the project team.

On 25 June, the investigation team held a symposium with officials from various functional departments of the Government of Dunhuang City, including Legislative Affairs Office, Bureau for Urban Planning, Bureau for Food and Drug Administration, Bureau for Environmental Protection, on various issues relating to “Local Experience in the Construction of the Rule of Law”. At the symposium the local government officials shared with members of the investigation team their experience in implementing the rule of law in the field of government administration and carried out in-depth exchange of opinions with them on various problems and difficulties encountered in their work.

On June 25th, Professor Chen Su gave a lecture entitled “Studying the Decisions of the Fourth Plenary Session of the 18th CPC Central Committee and Implementing in a Comprehensive Way the Strategy of Ruling the Country by Law” at the Central Conference Hall of the Government of Dunhuang City. The lecture was attended by over 400 officials from public security bureaus, procuratorates, courts and bureaus of judicial administration at various levels in the municipality.
