Combining punishment with prevention is the key to the solution the problem of high-occurrence of corruption in China and the regulation of the conduct of public official is the core content of such solution. Taking the definition of prohibitive conduct of public officials as the starting point and based on the results of literature analysis and empirical investigation, this book analyzes various issues relating to the regulation of prohibited conducts of public officials, including position-related consumption, profit-making acts, regulation of the so-called “naked government officials”, acceptance by public officials of gifts and cash gifts, regulation of family members of public officials, and supervision over the property of public officials, points out the defects in the current system and errors in people’s understanding of these issues, and puts forward proposals on the construction of a system of code of conduct for public officials.
This book, which consists of nine chapters, is the final result of the Key Project of the Chinese Academy of Social Science on the Survey and Studies of National Situation, a project under the Twelfth Five-Year National Plan for the Publication of Key Books, as well as an important work that comprehensively and systematically analyzes from the legal point of view prohibited conduct of public officials.
