Seminar on Legislative Proposals on the Draft Ninth Amendment to the Criminal Law and Draft Anti-Terrorism Law Held in Beijing

In the afternoon of November 25, 2014, the Seminar on Legislative Proposals on the Draft (Ninth) Amendment to the Criminal Law and Draft Anti-Terrorism Law, organized by the Criminal Law Department of CASS Law Institute, was held at the conference of CASS Law Institute. The Seminar was jointly chaired by Professor Chen Zexian, Director of CASS Institute of International Law, and Professor Liu Renwen, Head of the Criminal Law Department of CASS Law Institute, and participated by the researchers of the CASS Law Institute, some external experts and scholars as well as some doctoral candidates and graduate students from the CAS Graduate School.

At the first stage of the seminar, the participants discussed the 47 articles in the Draft Ninth Amendment to the Criminal Law and put forward opinions on the further improvements on some provisions in the Amendment. At the second stage of the Seminar, the participants carried out discussions around the Draft Anti-Terrorism Law and reached a consensus that the draft law is still in a rudimentary state and that, in view of fact that anti-terrorism involves the reconfiguration of state power and the rights of citizens, the Draft Law need to be further improved before it can be adopted. A report based on the discussions and conclusions of the seminar will be submitted to state legislative organs for their reference.
