On September 20-21, 2014, the Seminar on the Reform of the System of Administrative Punishments against Liberty”, jointly sponsored by CASS Law Institute, the Center for the Protection of Rights of Special Groups and Prevention of Crime of Southwest University of Political Science and Law and the Human Rights Education and Research Center of Southwest University of Political Science and Law, was held in the city of Chongqing. Over 50 legal scholars, experts and practitioners from CASS Law Institute, CASS Institute of International Law, Southwest University of Political Science and Law, Chongqing University, Sichuan University, Zhongnan University of Economics and Law, Suzhou University, the Standing Committee of the People’s Congress of Chongqing Municipality, the Supreme People’s Court of Chongqing Municipality, and Chongqing Lawyer’s Association participated the seminar and carried out heated discussions on such issues as the current situation, the legitimacy, and the reasonableness of the current administrative punishments against liberty, the reform of the administrative punishment system and the improvement of the criminal law punishment system, the protection of civil rights, and the relevant international standards, the “judicialization” of administrative detention system, security measures and the reform of the administrative detention system, the reform of the system of the institutionalized education, the abolition of Measures for the Institutionalized Education of Persons Engaging in Prostitution and Whoring, and the causes and prevention of juvenile drug abuse
