The Press Conference on the Launching of Indices of Judicial Transparency of People’s Courts in Zhejiang Province and the Seminar on Judicial Transparency China Held in Beijing

“The Press Conference on the Launching of the Assessment Report on Indices of Judicial Transparency of People’s Courts in Zhejiang Province and the Seminar on Judicial Transparency in China”, jointly sponsored by the CASS Law Institute, the Office of Judicial Reform of the Supreme People’s Court, and China Institute of Applied Jurisprudence, was held in the First Courtroom of the Supreme People’s Court on December 9, 2013.

The Press Conference, held in the morning of December 9, was chaired by Professor Li Lin, Director of CASS Law Institute. Mr. Shen Deyong, Executive President of the Supreme People’s Court, and Professor Li Peilin, Vice President of CASS, attended and each gave a speech at the Press Conference.

At the Press Conference, a video on the work of implementing judicial transparency carried out by people’s courts in Zhejing Province was played. Professor Tian He, head of the Department of Survey and Studies of National Situation of Rule of Law of CASS Law Institute, released the result of the periodical assessment of the situation of judicial transparency of people’s courts in Zhejiang Province. She also introduced the methods of assessment, the highlights, achievements, as well as existing problems in work of implementing judicial transparency in case filing, trial, adjudication documents, and enforcement of judgments carried out by people’s courts of Zhejiang Province. Mr. Zhu Shenyuan, Vice-President of the Higher People’s Court of Zhejiang Province, introduced the main content of the system for the assessment of judicial transparency of people’s courts of Zhejiang Province, focusing on the problems discovered in the assessment and measures taken to address these problems.

The press conference was followed by the Seminar on Judicial Transparency in China, chaired by Professor Chen Su, Secretary of Joint Party Committee of CASS Law Institute and CASS Institute of International Law, Mr. Sun Youhai, Director of China Institute of Applied Jurisprudence, and Mr. He Xiaorong, Director of the Office of Judicial Reform of the Supreme People’s Court. During the Seminar, a series of keynote speeches on various subjects relating to judicial transparency and judicial reform were given by scholars from various universities and research institutions, such as Peking University, Tsinghua University, Renmin University of China, and CASS, as well as by experts from various judicial organs.

The CASS Law Institute has been closely following the situation of judicial transparency in China and carried out assessment of the situation of judicial transparency in people’s courts throughout the country for three consecutive years. This assessment is the first assessment of the situation judicial transparency in local people’s courts carried out by CASS Law Institute. It is also the first such assessment ever conducted in China.
