Combining punishment with prevention is the key to solving the problem of high incidence of corruption in China and the core of this solution is the regulation of the behavior public officials. This book, taking the definition of prohibited acts for public officials as the starting point and documentary analysis and empirical research as the mean tools, analyzes the defects in the current system and people’s misunderstandings relating to this issue from the aspects of post-related consumption,profit-making activities of public officials, supervision over “naked public officials”, acceptance of gift money and presents by public officials, regulation of relatives of public officials, and property supervision, and systematically puts forward proposals on the construction of a system of code of conduct for public officials.
The book, written by Professor Tian He, the Head of the Department of Survey and Studies of National Situation of Rule of Law, is the final result of CASS Key Project “Survey and Studies of National Situation of Rule of Law”, “Twelfth Five-Year Plan Key Books Publishing Project” and “CASS Innovation Project”, as well as an important document that comprehensively and systematically analyzes the code of conduct for public officials from the perspective of law.
