The appointment of Consultants for Legal Construction is decided by Directors' meeting of Standing Committee of Beijing Municipal People's Congress according to the “Working Rules for Consultants for Legal Construction”, adopted at the 15th Meeting of Directors of the Standing Committee of the 12th Beijing Municipal People's Congress on February 12, 2004. The main tasks of consultants for legal construction include participating in legislative activities organized by the Standing Committee of Beijing Municipal People's Congress, carrying out the investigation and studies on various problems emerged in the making and implementation of local regulations, and proposing corresponding countermeasures. During its 20 years' effective operation, the system of consultants for legal construction has made a tremendous contribution to the local legislation of Beijing.
Professor Li Lin and Professor Mo Jihong Appointed by the Standing Committee of Beijing Municipal People's Congress as Consultants for Legal Construction
On February 22 2013, the 14th Standing Committee of Beijing Municipal People's Congress appointed, by a decision of the Directors' meeting, the new session’s consultants for legal construction. Twenty experts and scholars, including Yang Jingyu and Hu Kangsheng, the former Directors of NPC Legislative Committee, Professor Li Lin, Director of CASS Institute of Law, and Professor Mo Jihong, Assistant Director of CASS Institute of Law, were appointed as the consultants for legal construction.
