The Launching Ceremony of the Blue Book on the Rule of Law (2012)

The Launching Ceremony of the Blue Book on the Rule of Law (2012) and the Seminar on “The Development of the Rule of Law in China: Retrospect and Prospect” was held at the First Lecture Hall of the Chinese Academy of Social Sciences (CASS) on 20 February 2002. The Ceremony and the Seminar were participated by officials from dozens of government agencies, including the Ministry of Environmental Protection, the Ministry of Transportation, the Ministry of Water Resources, the State Population and Family Planning Commission, China Insurance Regulatory Commission, Office of the Leading Group on Ruling the Province by Law of the People’s Government of Guangdong Province, the Government Affairs Service Center of the People’s Government of Hainan Province, the Environmental Protection Bureau of the People’s Government of Hebei Province, the government of Guiyang City, Guizhou Province, the Government of Dalian City, Liaoning Province; the Intermediate People’s Court of Guangzhou City, the Government of Qingdao City, Shandong Province, the Government of Ningbo City, Zhejiang Province, the Intermediate People’s Court of Ningbo City, Lunan Prison of Shandong Province, and the Judicial Bureau of Yuhang District of Hangzhou City, experts and scholars from the CASS, representatives from UNDP China representative Office, and dozens of media including the Xinhua News Agency, People’s Daily, CCTV, China National Radio, China Youth Daily, and Legal Daily. The event was also broadcasted live on the Internet by many internet media such as china.com.cn, legaldaily.com.cn, and QQ.com.

The Launching ceremony was chaired by Mr. Xie Shouguang, president of Social Sciences Academic Press. Professor Li Lin, CASS Member and Director of CASS Law Institute, gave a keynote speech on the general situation of the development of the rule of law in China in 2011; Professor Chen Su, Deputy Director of CASS Law Institute, presented a report on the development of the rule of economic law in China since the accession to the WTO; Ms. Yuan Xiumei, Director of the Government Affairs Service Center of the People’s Government of Hainan Province, gave a keynote speech on the reform of the administrative approval system in Haidan Province; Mr. Lu Yuanbin, Deputy Head of the Department of Constitutional and Administrative Law of CASS Law Institute, presented, on behalf of the Investigation Group of the Situation of the Rule of Law in China, a “Report on the Transparency of Chinese Government in 2011”; Mr. Liu Weichun, Director of the General Office and Administrative Service Center of the People’s Government of Dalian City and Mr. Shi Yuanlin, Deputy Secretary of the Leading Party Group of the Intermediate People’s Court of Ningpo City, introduced the achievements and experiences in implementing the disclosure of government information and judicial openness by their respective organizations.

At the launching ceremony, the Editorial Office of the Blue Book on the Rule of Law showed two short documentaries prepared by itself. The first one, entitled “A Decade of the Blue Book on the Rule of Law”, reviews the ten years history of development of the Blue Book under the support by the leaderships of the CASS and CASS Law Institute and by various circles of the society and summarizes its academic influence and social impact; the second one, entitled “More Transparency of the Government, Better Life for the People”, introduces with vivid images and language the significance of government transparency and the progresses made as well as existing problems in the work of disclosure of government information in China.
