On August 28, 2019, Professor Liao Fan, a research fellow and the head of Department of Research Coordination and International Cooperation of CASS Institute of International Law, was interviewed by the China Global TV Network (CGTN) program “Global Watch” on the correct understanding of the significance and function of the Sino-British Joint Declaration on Hong Kong under international law. In the interview, Professor Liao stressed that mutual respect for sovereignty and territorial integrity and non-interference in each other’s internal affairs are the most fundamental principles of international law. to interpret the Sino-British Joint Declaration as allowing the British Government to continue to interfere in Hong Kong affairs after the return of Hong Kong to China is a violation of these basic principles of international law.
