A spokesman of the Hong Kong and Macao Office of the State Council pointed out on in a statement made on August 12, 2019 that: “in recent days, radical demonstrators in Hong Kong have frequently used extremely dangerous tools to attack police. Their acts have constituted a serious violent crime and shown signs of terrorism. Professor Chen Xinxin, Director of CASS Center of Taiwan, Hong Kong and Macao Law Studies and a research fellow at CASS Law Institute, pointed out in a recent interview by Ta Kung Pao – a Hong Kong-based newspaper - that the term “showing the sign of terrorism” means that although the acts have not yet constituted “the crime of terrorism”, they developing towards that direction. Dr. Wang Jiang, a post-doctoral researcher at CASS Law Institute, pointed out that, once a criminal act is identified as a crime of terrorism, all the financing channels linked to it will be cut off in accordance with international conventions against terrorism, relevant UN resolutions and Hong Kong law and wherever the perpetrators of this crime go, they will be pursued and ultimately brought to justice. Those who provide assistance to terrorists or agitate and instigate others to commit the crime of terrorism will also be brought to justice. The statement made by the Hong Kong and Macao Office of the State Council has sent another message: the situation in Hong Kong is no longer merely a matter of public security in Hong Kong, but also a matter of national security. The Government of Hong Kong SAR has the obligation to uphold not only local public security, but also national security. When the Government of Hong Kong SAR is unable to control the situation, the Central Government has the obligation to adopt necessary measures of intervention.
