The establishment of Xiongan New Area is a historical strategic decision made by the Central Committee of CPC with Xi Jinping as its core. In accordance with the planning and the requirement of the “CASS Project on the Construction of Preponderant Disciplines of Civil and Commercial Law”, a delegation of CASS Law Institute, led by Director Chen Su, went to Xiongan New Area to carry out investigation on national conditions of the rule of law on September 9, 2020. Members of the delegation included Research Fellow Chen Jie, Research Fellow Zhao Lei, Director Chen Lihua, Associate Research Fellow Xia Xiaoxiong, and Assistant Research Fellow Tang Linyao. On the morning of September 9, the delegation, accompanied by Mr. Yu Haifeng, Leader of Team on the Construction of Legal of the Public Security Bureau of Hebei Province, visited the Citizens’ Center of Xiongan New Area, and was given an introduction to the overall planning and the basic situation of the construction of the policy system and legal system of the New Area. On the afternoon of September 9, the delegation visited the Law Enforcement Case Administration Center of the Public Security Bureau of Xiongan County and held a colloquium with the staff members of the Center. At the colloquium, Mr. Qiu Yanqing, Deputy County Chief and Director of the Public Security Bureau of Xiongan County, gave the members of the delegation a detailed introduction to the “digital case-handling” work and the construction of “intelligent detention centers” in the county. After the introduction, the participants carried out deep-going discussion on the construction of digital rule of law and expressed hope of strengthening the cooperation between CASS Law Institute and Xiongan County Government on the construction of the legal system in Xiongan New District.
