The Belt and Road Forum on the International Rule of Law, organized by CASS Institute of International Law with the support of the Center for Publicity and Education of the Rule of Law and Public Law Studies, CASS Institute of Law, Legal Application Bureau of China Democracy and Law Press, Social Sciences Academic Press (China), and Beijing Yingke Law Firm, was held in Beijing on 12-13 October 2019. The forum, held in celebration of the tenth anniversary of the establishment of CASS Institute of International Law, was attended by over 50 scholars, experts and government officials from China, Japan, India, Brazil, and Italy.
At the opening ceremony, presided over by Prof. Mo Jihong, Director of CASS Institute of International Law, openness remarks were made by Prof. GAO Peiyong, Vice President and Academy Member of CASS, Prof. CHEN Guoping, Secretary of the Joint Party Committee of the Institute of Law and the Institute of International Law, CASS, Prof. Insoo PARK, Law School of Yeungnam University, Mr. MEI Xiangrong, Chairman of Global Board of Directors, Global Partner of Beijing Yingke Law Firm, and Prof. Cássius Guimarães CHAI, State Prosecutor Head of 2nd Office against Organized Crime, State of Maranhão-Brazil, Law Professor of Universidade Federal do Maranhão.
At the Keynote Speech part of the forum, presided over by Prof. LIU Huawen, Deputy Director of CAS Institute of International Law, the following speeches were given: “Legal Risk Prevention under the Belt and Road Initiative” by Prof. JIN Xin, Director of China Center for Contemporary World Studies, International Department of Central Committee of CPC; “International Cooperation and Development of Rule of Law in the Fourth” by Prof. Insoo PARK, Yeungnam University; “China-Africa Cooperation and China-Africa Institute” by Prof. WANG Lincong, Director Deputy, CASS Institute of West-Asian and African Studies; “Collaborative Governance of International Investment Disputes under the Belt and Road Initiative” by Prof. YANG Song, Vice President, Liaoning University; “Principles of International Cooperation in Modern International Law” by Prof. LI Shouping, Dean, School of Law, Beijing Institute of Technology; “Rule of Law and Foreign Investment” by Ms. YANG Lin, Executive Chairwoman of Global Board of Directors, Global Partner of Beijing Yingke Law Firm; and “National Sovereignty, Due Process and Multilateralism: International Cooperation under the Belt and Road Initiative from the Perspective of Global Administrative Law” by Prof. LIAO Fan, Head of the Office of Research Administration and International Cooperation, CASS Institute of International Law.
In the following part of the forum, which was divided into four sessions, the participants gave presentations and carried out discussions on various issues around such topics as Innovations in International Rule of Law under the Belt and Road Initiative, the Future of Dispute Settlement Mechanism under the Belt and Road Initiative, Investment Risk Prevention under the Belt and Road Initiative, and International Legal Cooperation under the Belt and Road Initiative.
