Professor Liao Fan Interviewed by CGTN on Issues relating to Public Supervision and Charitable Donation

  

On February 2, 2020, Professor Liao Fan, a research fellow and the head of Department of Research Coordination and International Cooperation of CASS Institute of International Law, accepted a video interview by China Global TV Network (CGTN) program “China 24” on issues relating to public supervision and charitable donation in the current epidemic situation. In the interview, Professor Liao pointed out that public opinion supervision is important in any place at any time, but especially so during the current epidemic emergency in China. Government departments should be more tolerant and more actively respond to public opinions, so as to enhance the transparency of relevant works. With regard to the problems exposed in the distribution of donated materials by Wuhan Red Cross Society, Professor Liao held that the government, out of consideration of public security and public order, may designate a specific organization to be responsible for accepting and distributing donated materials. However, in doing so, it must ensure the distribution is efficient enough to meet the actual demand.  Under the current emergency situation, the government should adopt a more flexible and diversified mode of management of donated materials, and give non-government organizations and various social forces more room for action.
