A Delegation of CASS Institute of International Attends the Ninth International Conference on Comparative Law and the Arctic International Law Forum in Moscow

On December 2-4, 2019, a delegation of CASS Institute of International Law visited the Institute of Legislation and Comparative Law under the Government of Russian Federation in Moscow at the invitation of Professor Khabrieva Taliya Yarullovna, Director of the Institute, and attended the Ninth International Conference on Comparative Law and Arctic International Law Forum. The delegation was headed by Associate Research Fellow Li Qingming, deputy head of the Private International Law Department of the Institute. Other two members of the delegation included Associate Research Fellow Li Zan and Assistant Research Fellow Ma Jinxing.

 

The Ninth International Conference on Comparative Law was jointly organized by the Institute of Legislation and Comparative Law under the Government of Russian Federation and European Commission for Democracy through Law of the Council of Europe (Venice Commission), and attended by experts and scholars from the US, France, Norway, Iran, Kazakhstan, China and Russia.

 

The conference took “Legal Values from the Perspective of Comparative Law” as its theme. At the opening ceremony, presided over by Professor Yarullovna, welcome speeches were given by Mr. Alexander V. Grushko, Deputy Foreign Minister of the Russian Federation, Mr. Andrey A.Klishas, Chairman of the Committee of Constitution, Legislation and State Organs of the Parliament of Russian Federation, and Mr. Mikhail L.Galperin, Deputy Minister of Justice of Russian Federation. Next, Professor Yuri A.Tikhomirov from the Institute of Legislation and Comparative Law under the Government of Russian Federation and Professor Helgesen Jan Erik, Chairman of the Science Council, each gave a keynote speech. On the afternoon of December 2, Associate research fellows Li Qingming and Li Zan each gave a presentation on “the Chinese practice of extraterritorial jurisdiction” and “better realizing international social justice through the construction of a community of shared future for mankind”, respectively, and answered questions raised by other participants at the fourth unit of the conference “Basic Values and Challenges Faced by Contemporary International Law”.

 

At the Arctic International Law Forum, held on December 3, the participants discussed various issues around the theme of “The Protection of the Arctic Region and Sustainable Development”, including commercial use of the Arctic Region, legal regulation of the Arctic shipping routes, protection of marine environment, right of navigation and jurisdiction of coastal states. Associate Research Fellow Li Qingming presided over the second unit of the forum “Arctic Council and Challenges to Its Leading Position”; Associate Research Fellow Li Zan presided over the fourth unit of the forum “the Existing Arctic Legal System”; and Assistant Research Fellow Ma Jinxing gave a presentation entitled “commercial use of the Arctic shipping routes and China’s standpoint”.

 

On the morning of December 4, members of the delegation visited the Institute of Legislation and Comparative Law under the Government of Russian Federation and attended a colloquium with scholars of the Institute. At the colloquium, presided over by Professor Viacheslav Sevalnev, Associate Research Fellow Li Qingming, Associate Research Fellow Li Zan, and Assistant Research Fellow Ma Jinxing, each gave a speech on “China’s standpoint on jurisdiction and exemption”, “building a community of shared future for mankind and China’s peaceful development”, and “China’s legal system of utilization, protection, and management of Islands”, respectively. After the speeches, members of the delegation answered questions raised by the audience.
